Two reasons. They may be build expensive but they still want the cheapest bid in each construction detail. They in many cases don't want sprinklers so they are not going to pay more than they have to.
The second reason is often times there are a lot of roof line and/or clg changes that make it almost impossible to slope/drain a dry system. Nobody wants a drum drip in the living room even in cheap houses. I'd argue the example that froze was not done to code. Nor was it equivalent to the operation of a pressure tank. The installing contractor may have just messed up.
