Oh, I get the intent, AHJ is concerned that a sprinklered room fire will burst through the window. Sure as Craig points out, a sprinkler protected window will last longer under fire duress than one that is not sprinkler protected, of course, but again, even with no window on an opening it is hard to imagine a sprinklered fire busting out along the exterior wall. But the code knows all so there you go. Just seems like lack of credit is given to sprinklers by the code in this situation.

The water curtain is intended to provide a more uniform flow of water across the windows and frames based on its specific design requirements. The implication is that fire sprinklers in a fully sprinklered building are not sufficient to prevent a room fire from busting out a window and spreading across the exterior walls (or through space) to the stair that is 10 ft. away. I suppose it could happen, but seems like a low probability event if the sprinklers are in service. If the sprinks are out of service good chance the water curtain is as well.
