This was covered in a recent thread.

There are several standards to design to, several in addition to what
you noted.  Methods  consider sprinklered and unsprinklered buildings,
on a case-by-case basis.  For sprinklered buildings, water demand can be
estimated
from the sprinkler system bid drawings, which in your case, I doubt were
generated.
Even with such a sprinkler system demand (including hose streams), most
methodologies
include a minimum prescriptive demand that considers the building area,
occupancy, etc.
For large buildings, such as Passenger Terminal Buildings, this minimum will
exceed
your largest demand area.

I have some of the prescriptive methodologies available, including ISO (not
the International
Standards Organization).   Ultimately, the AHJ makes the call.  In your
case, they may not want to make the call, but instead want you to defend
your decision.
