Subject: partial egress system

I have an AHJ that is requesting a partial system in an existing 8 
family apartment building (two story). He wants sprinklers by all 
windows and doors near exterior fire escapes and sprinklers under the 
platforms of the FE's. There are no sprinklers currently in the 
building. When I asked him for the Code reference, he said "You're 
the design professional, you tell me." The CT Fire Safety Code is a 
bastardized version of the IFC and NFPA 101 and I can't find any 
reference to it. Anybody out there heard of such a thing?
