Art, This is really never a problem just because we have larger pipe. The real location of higher velocities is in the main. That is why we reduce the requirement for velocity so that we are not stradled with undersized mains.
Regardless, everyone is bidding the same spec on the GSA projects so it does not matter what the conditions are, they are the same for everyone. No advantage - no disadvantage.
