Roland, I felt like if the ceiling is designed based on the 16'-0 high rack scenario and this will cover to the floor in the areas where the mezzanine is open (between racks in front of some, etc.). Then under the mezzanine protect this based on the same storage scenario but for 8'-0 high tire storage with water shields on the sprinklers; whether it be ESFR, Large Drop, Control Mode Density Area, etc. as long as it is per Chapter 18 then it would be fine.
