Going back a long while I worked for a number of years with the Michelin Tyre 
Company. Sprinkler protection was always direct onto racks and within them. 
Within their warehousing they did not allow mezzanine storage as you describe 
here. The trouble is when a fire takes hold with rubber (Tyres) you cannot stop 
it. In discussions with the Fire Brigade, it was admitted that all they could 
realistically do in the event of an established fire, was to contain the spread 
and let what was alight burn out. It is not worth the risk to rely on open 
grating and water getting through, I agree with Craig.

Agree, that is what I was thinking  - any suggestions on the lower level?
Just base it in what it is - 8'-0 high rack storage for tires on tread in
fixed open racks?

Should be protected above and below.  It's two levels regardless of the open

Sounds to me like an open grate mezzanine used as a walkway for the upper
half of the rack. So basically the racks extend up through holes left in the
mezzanine?

I'm not sure I follow how your rack and mezzanine are arranged.  Ours had
about a 3,000 sf mezzanine with racks below and above.

Racks are one constant open rack 16'-0 high from floor to top with mezzanine
going to face of racks - yes tires are stored on entire rack on tread above
and below mezzanine.

They say the "dead tires" will be stored outside.

You are exactly right - the EOR shows ESFR at the roof and nothing below the
mezzanine. I guess they figure since the rack is constant and the flue space
is open that the tires are covered and since the mezzanine is open grating
that no protection is required below. 

I disagree and was curious how others thought under the mezzanine should be
applied/protected.

Are tires stored above and below the mezzanine?

Also, is there a room for dead tires?

Reason I ask is that my son works for a national chain and they have a
mezzanine with probably 300-500 tires stored on end, on racks.  Below the
mezzanine at grade level there are also tires stored in the same manner.
There is also what is called "the dead room" which is where old tires are
stored until they are picked up by the recycler.  The dead room has above 8
ft ceilings with tires stacked on their sides up to within a foot of the
ceiling.  The dead room is sprinklered as is the roof over the upper level
of rack storage however the tire storage rack below the mezzanine is not
protected.  

Apparently the EOR figures that since it's open grating that the water will
run down from above.  DUMB assumption but common.......   Kicker is, all
this was approved by the local AHJ And FD.
