I don't really see what the issue is. It does not look like the standpipe is being required due to the normal Chapter 9 reference. As Craig Rauch pointed out in an earlier post IFC Section 503.1.1 requires every portion of the building, including interior, to be within 150 ft of a fire department access road. Lets just say the FM is an old school NFPA 1 user..the comparable section in NFPA 1 is 18.2.3.2.2. The next section allows it to be increased to 450 ft in sprinklered buildings.
So, the IFC in the exceptions just states, "up to the AHJ". It sounds like your AHJ said no to any increase in this distance. What likely happened during the plan design process was there was a compromise to install standpipes in lieu of this distance. No connection to Chapter 9, but just provided as a trade-off. I do agree with your EOR issue. It seems like the designer who worked this out with the FM is clearly the EOR. And if they insist that you are the EOR and you take issue with their "equivalency" then sound the alarm. Or...don't give them the credit back and install the "standpipe."
