I was not able to email yesterday afternoon when this thread started, so
I'm a little late to the conversation.  Yes it's required, but has been
since I came onto the committee, so I don't know what the basis for the
requirement was at the time.   Obviously, it will keep water in the
system after it has been charged; absent a check valve the system will
self purge through one or more inlet connections.  I know that in areas
where that storm drainage pollution prevention policies are in effect,
draining the system to an approved location and not allowing discharge
into the right-of-way is an issue, but Inspection and testing
contractors are certainly capable of devising a work-around for that.
I'm not much help on this one.

We did a manual dry in a parking garage a few years ago, I asked this
question to the local AHJ and he did require one. NFPA 14 (2013) - 6.4.2
requires one.
