Most PIV's out there in the real world are not monitored electrically. Where supervised by locking and chaining, you are still dependent on periodic inspection to ensure the valve is properly left in the wide open position; but, if the testing company "forgot" to open the valve after performing inspection, testing and maintenance, they also forgot to perform the main drain test required after reopening the valve.
