See 3.9 for storage definitions including 3.9.1.14 for miscellaneous storage. Look also at 5.3 definitions of OH. And then look at 12.1 and 13.2. For the lower storage heights you are referring, you will likely end up with the same (or very, very similar) requirements no matter which decision tree you follow. Of course, you need to follow the appropriate tree(s).

We just did a Mrecantile remodel where they added racks against a wall with rolled carpet and vinyl for sale on them - the AHJ considered that rack storage and I can't disagree because IF a fire broke out the, fire would not care if it was mercantile or storage.
