See 3.9 for storage definitions including 3.9.1.14 for miscellaneous storage.  
Look also at 5.3 definitions of OH. And then look at 12.1 and 13.2. For the 
lower storage heights you are referring, you will likely end up with the same 
(or very, very similar) requirements no matter which decision tree you follow. 
Of course, you need to follow the appropriate tree(s).

I agree - however - I disagree. I have been told on more than one occasion by 
an AHJ that if it enters a space and rests for 2 seconds, it is stored.......So 
I wish there was a formal definition of the word "Storage".
I do know that in retails stores where the commodities sit in one place for 
months or years, they are stored there. Without a definitive word from 13, I 
have been at the mercy of the AHJ's interpretation and just do not want to get 
burned again.

We just did a Mrecantile remodel where they added racks against a wall with 
rolled carpet and vinyl for sale on them - the AHJ considered that rack storage 
and I can't disagree because IF a fire broke out the, fire would not care if it 
was mercantile or storage.

I know it may costs us work but ...
