8.6.5.3.4 Sprinklers shall  not be required below obstructions that are not 
fixed in place..(such as cars)

I think the Japanese have done some testing on car parks...in lighter weight 
steel structured buildings.  Resulted in building collapse without sprinkler 
protection.  When you pack and stack, the fire is significantly greater, but 
how do we quantify without testing to determine a required delivered density?

No answers, just questions.

That's a little unfair. AHJ are not EOR's, NICET... You have to bring them a 
plan. It's at least an obstruction over 4' wide.  There is no test data showing 
otherwise.  Seems straight forward to me, either provide sprinklers underneath 
or engage a PE (FPE) to develop an alternate.  AHJ can tell you they don't 
require but that sure doesn't help in a claim as we've spoke about many times 
here.

Steve, or anyone,
We are looking at a parking garage with a double stacker in the Golden State. I 
remember this topic making the rounds on the forum, but I don't recall the 
outcome. Are there any additional fire protection requirements, or just one 
level at the ceiling at .15. Also, just for context, the parking is in a fully 
enclosed basement of a 6 story
(non-hi-rise) independent living facility.
