I had this same situation not too long ago.  I believe our engineers told me 
that this situation is not specifically addressed and we used QR heads.

NFPA 13 required sprinklers in concealed spaces where the space is in excess of 
6" between the bottom of the joists and the ceiling. It also requires that 
sprinklers listed for use in concealed spaces under 36" deep be used. The 
Viking Coin, Tyco CC1 and 2 and the new Reliable concealed space sprinkler are 
listed for spaces from 12" to 36" deep. What are you supposed to do when the 
space is only 9" deep?
