You do not have to gave an eor...that's the presumption that many have but other than a bldg code analysis there are hundreds if not thousands of jurisdictions that do not require fire and life safety beyond identifying it to be sprkd. most major metros have some sort of req for sealing design criteria only but to say that you have to have an eor is the exception...
