I wouldn't bash this logic. From experience the FM knows what goes on here. All you can do is take it to the owner. They either have to pay for the changes or fight the FM. You followed the code that is the end of your responsibility. The FM can't actually enforce this. There is no code to rely on. Best they can do is inspect and when there is a violation then order the sprinklers. FM's can't enforce violations until they occur. Just because my car does 130 doesn't mean I can be ticketed until I'm actually caught doing over the speed limit.
If there was a ball dropped it was at the Arch or Engineering stage. When they brought the plans to the City this should have come up. Now this may have happened but the City sometimes doesn't include the FM.
