It's that it's a non combustible attic space and he's asking for sprinklers to 
be added.

Because the kids typically climb up into the attic space. And camp out there is 
why he wants them to add attic protection.

Seems to me a valid reason but that's not how the architect/engineer prescribed 
it, and not how it was bid. I also agree you can't put the cart before the 
horse and say you have to put sprinklers because they may camp out there.
