FDC sizing is not calculated, and 8.17.2.3 prescribes the sizes based on the riser size ( >4" use 4", <4" use the size of the riser pipe). The annex material is further clarifying that the intent is not to hydraulically calculate the FDC piping to meet the system demand, the FDC is considered supplemental for automatic sprinkler systems so it's size is not calculated.
