Being Canadian, I don't deal with the IBC or the IFC, but I would imagine that
requirement to have two risers per zone would be referring to Standpipe System
Zones, as per the definition in NFPA 14.
3.3.16 Standpipe System Zone. A vertical subdivision of a standpipe
system limited or determined by the pressure limitations of the system
components.

The main point is that for standard high rises, the codes and standards only
require a single riser.
Very Tall High Rises (>420 ft) are a unique beast. The IFC requires these tall
buildings to have 2 risers per zone. Not 100% sure but I don't think they mean
each floor is a zone. The same section says "Each riser shall supply
sprinklers on alternate floors". A lot of these building going up in parts of
the Middle East but not hearing about any here in the USA. Any one involved
with one?
