2012 IFC, 905.3.1 Height.  Class III standpipe systems shall be installed 
throughout buildings where the floor level of the highest story is located more 
than 30 feet above the lowest level of the FD vehicle access...

There is nothing about the "story" being occupied or not so I believe you have 
to count the mezzanine.  Actually, Figure 905.3.1(1) in the IFC shows a section 
with the dimension line drawn to a floor labeled "Mezzanine" and a note that 
says "Highest Floor Level of Highest Story".

The commentary states this also, "The threshold based on the height of the 
building is independent of the occupancy of the building, the area of the 
building or the presence of an automatic sprinkler system.  This is based on 
the universal need to be able to provide a water supply for fire suppression in 
any building and on the limitations of the physical effort necessary to extend 
hose lines vertically."

Does a loft/mezzanine count toward the height to require a standpipe?

Example: 4th floor is 29'-4" above lowest level of fire department access. So 
standpipe would not be required.

But these units have a loft/mezzanine that will be obviously above the 30'. The 
only way to access the loft is from a stair in the unit on the fourth floor.

So standpipes yes or no? It is an R-2 occupancy.
