That is what I was concerned about. So it looks like when you are dealing with pallet storage/floor storage of small plastic containers, it is outside the scope of NFPA?

A quick google of the term suggests the plastic tank built into a pallet type container is what is commonly refereed to as an IBC. Also a quick google of "Intermediate bulk container regulations" take you to an NFPA faq sheet that agrees with my assumption (you may need to google yourself as direct links via google to PDFs frequently don't work): http://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=1&ved=0CB4QFjAA&url=http%3A%2F%2Fwww.nfpa.org%2F~%2Fmedia%2Ffiles%2Fresearch%2Fresearch-foundation%2Fibc%2Ffact-sheets%2Fibc-faqsheet_update.pdf%3Fla%3Den&ei=bkBfVZ3fN8zutQXp_YCYDw&usg=AFQjCNHAqe8HiXSAVlC9SvDU5Bs1gywa5Q&sig2=rCppdasfz56bLuov0zagnw&bvm=bv.93990622,d.b2w&cad=rja Mike Morey, CFPS, SET Planner Scheduler/Designer BMWC Constructors, Inc. 1740 W. The quarts and gallon containers will be in cardboard boxes. The 5 gallons will be stacked two high on a pallets. First, would these containers be considered IBC's (intermediate bulk containers per 3.3.12.2 - 2015 edition)? If so, then I assume Table 16.5.2.9 would apply? If not considered IBC's, what Table would apply, if any?
