Then like Travis said send in an RFI or call/email the person who signed the 
plans saying C. That is your only legal option.  Going to the website is 
interesting but determining Ss I'd argue is beyond whatever qualifies you to 
design systems.  I guess we should be happy though at least they said C and 
didn't leave that up to you as well.

The structural plans do have some seismic information just not enough. It does 
call for a seismic design category "C".

It should be in the design notes on the structural engineering plans. 

Not to say you can't use that site to get the information, but it puts 
liability on you that belongs on the structural engineer. 

I will use the site to get the info while waiting for the SE if it is not on 
the structural plans. But, I still state that if the SE won't provide the 
values, then we can't provide the calcs. It is just liability I don't want.
