NFPA 22 is not referenced in NFPA 13D so it doesn't apply just as NFPA 24 isn't referenced and so doesn't apply to underground lead-ins in SFDs. These guys get a little crazy sometimes. There is a jurisdiction here that wants sprinklers in garages that uses the IBC-S2/NFPA-OH1 path for guidance. That leaves us with a density and duration on an SFD garage that meets the criteria fro a commercial parking structure.
