My original post was including 13R systems not 13Ds.
After I wrote I went back through NFPA 22 and found section 4.4 “Tank
Material”. The 2013 edition of NFPA 13R now refers us to NFPA 22 if tanks are
to be used.
Maybe the State will allow us the equivalency clause in 1.4.

NFPA 22 is not referenced in NFPA 13D so it doesn't apply just as NFPA 24 isn't
referenced and so doesn't apply to underground lead-ins in SFDs. These guys get
a little crazy sometimes. There is a jurisdiction here that wants sprinklers in
garages that uses the IBC-S2/NFPA-OH1 path for guidance. That leaves us with a
density and duration on an SFD garage that meets the criteria fro a commercial
parking structure.

The local State agency is getting ready to adopt the 2013 edition of NFPA 22
and I am being told NFPA 22 only permits Fiberglass. I don’t see where
Polyethylene is excluded.
Thoughts please.
