Common practice here in Orange County CA Local County Fire Authority requires all drops capped for inspection- no heads installed. Newport Beach as well.
Final inspection, no cover plates can be installed, but must be present for inspection. Apparently they had run into 2 issues that prompted this: 1. Glue in the sprinkler orifice 2.
