(gunpowder)explosives will be located inside the building at any one time…and 
where?  What blast resistance requirements are required between said explosives 
and the rest of the building?   Where are explosives stored?  Have venting 
considerations in coordination with suppression activation and the impact of 
humidity on the explosives themselves been considered?  Any explosion control 
measures necessary or NFPA 68 and 69 considerations/requirements per NFPA 495?  
Where, if any, is there ‘transient storage state’ of primer boxes?    This 
change in use needs to be reviewed/analyzed from a building Code standpoint by 
a knowledgeable licensed fire protection engineer.  I’m very surprised there

Subject: Ammunition Manufacturer    Good Afternoon All:    I am working with 
the owner of an existing 28,000 Sq Ft manufacturing facility of non-combustible 
construction. The owner wants to convert the facility to the manufacture of 
small arms ammunition. He has been through the initial code review with the 
State, but there seem to be some “inconsistencies” with those findings. The 
State has determined the Use Group to be H (High Hazard) even though small arms 
ammunition mfg is listed in the exceptions. Under those exceptions, the Use 
Group would revert to the Group which best fits it’s use. In MY opinion that 
would be Use Group F-1.    So I have laid this thing out to EH Grp II    (.4 / 
2500)    Does anybody out there have any past experience with something along 
these lines that can tell me if I’m off base or not?    Thanks,    John Paulsen
