Remember, the Appendix is not part of the standard, unless the appendices are specifically brought in by the Code.
That section is purposely vague because the term “limited combustible” is open to interpretation since each situation is different. That needs to be an agreement between the Engineer of Record and the local AHJ as to what applies in each situation. You could also argue that the wood studs are indeed structural since the Sheetrock won’t stand up on its own. Something can be structural without being considered load bearing.
