Thank you, Roland.  There seems to be a consensus among the PEs who have 
responded on the forum.  I don't intend to get in a battle with the EOR on this 
project, but it helps to know I was thinking on the right track.


The contractor met with the Arch/Eng and the State FM on site yesterday.  It 
seems as though the FM is going to agree they are required.

If its a wall, it is structural.  It’s the presence of sufficient combustibles 
that drive the boat (such as a NONCOMBUSTIBLE space with big bundles of wiring)
