when in doubt on something like this I pick up the phone and call the manufacturer of the powder-driven stud, and ask them if they have any information that their product can be used for that purpose.

I take note that the annex detail A.9.3.6.1(a) calls for a "5/16" drill-in expansion anchor minimum" when attaching to cast in place concrete, or winding a pigtail into the concrete pre-casting. Further down  A.9.3.6.1(c) seems to suggest self-tapping screws, requiring them to be set prior to placing the concrete.

However I really believe the answer is in 9.3.7.7, which notes that if the Wp is > 0.50 a powder-driven stud can't be used to hang the pipe unless they're specifically listed, and to my knowledge none are so listed.
