A little clarity please. You have a ceiling, then there's 2 ft to the bottom of the bar joists which are 14" deep and on top of the bar joist is fiberboard? Is that right?
Or is the fiberboard attached to the bottom of the bar joist which would beg the question of what is in the space above the fiberboard, any utilities, wiring, plastic piping systems, etc.? Can you be more specific on the Fiberboard? Any manufacturer data on this fiberboard material? Smoke/Flame spread ratings? Essentially creating 3 spaces of consideration: The floor space below the ceiling, the space above the ceiling between the ceiling and the fiberboard, and the space above the fiberboard to the deck/floor above.
