Ok, so it's basically an insulating board?  Typically the material I've seen is 
a  non- or limited-combustible fiberglas material meeting UL requirements for 
smoke/flame spread.   What makes you think it's combustible?

If space above the fiberboard is non-accessible, no storage, with no exposed 
combustible construction, where is the justification for adding sprinklers 
there?

Typically there is no justification for adding sprinklers above a lay-in 
ceiling unless there is some exposed combustible construction or other unusual 
mitigating factor.

I'm just not seeing three levels of sprinkler protection here in what has been 
described.

I'll do my best.

Fiberboard on bottom of truss.  Nothing but steel and space above the 
fiberboard.

No visible marking on the manufacturer of the board.  It's a late 80s 
installation.

A little clarity please.  You have a ceiling, then there's 2 ft to the bottom 
of the bar joists which are 14" deep and on top of the bar joist is fiberboard? 
 Is that right?

Or is the fiberboard attached to the bottom of the bar joist which would beg 
the question of what is in the space above the fiberboard, any utilities, 
wiring, plastic piping systems, etc.?

Can you be more specific on the Fiberboard?  Any manufacturer data on this 
fiberboard material?  Smoke/Flame spread ratings?

I would like to query greater minds than mine on is a space CC or Not ....

Basis of Code is NFPA 13 2016ed.

Spaces above Ceiling, Below Floor Above:

Situation is an Acoustical Grid Ceiling with 2x4 lay in tile (standard 
construction) 2' below metal open web joists (14" Depth) with attached 
FiberBoard.

Essentially creating 3 spaces of consideration: The floor space below the 
ceiling, the space above the ceiling between the ceiling and the fiberboard, 
and the space above the fiberboard to the deck/floor above.

The fiberboard being the combustible factor, would / should you extend coverage 
above and below it?
