Unfortunately it doesn't. I've used that in the past and then reinstalled only to find that it remembers some settings from the previous installation.
Did you check the "clean up all traces" box? That's exactly what it's supposed to do, but comes with a big warning. I haven't touched a Windows installation in a long time. Maybe it's something "recent" like moved folders in W7 and later :-).
FWIW: you should find the folders used by LMS in Settings/Information. Keep a copy of that list and clean up manually.
