Turns out my real problem is the NAT session pools on my new router are more limited in size than my old router (supposedly lower performance from the same manufacturer). I run uTorrent on the same WHS v1 box as LMS, and once an hour when uTorrent refreshes DHT it can use a remarkable number of NAT sessions. I've seen just over 12000, the server has about 900 rarely accessed torrents which I provide an archive for. Why uTorrent has to do all torrents once an hour in a huge pulse I have no idea, that is not good scheduling. If I can find a way to spread the DHT traffic out over time that will fix it.
DNS was only implicated in that when it was accessing external DNS servers directly this was contributing to the load on the NAT session pools. This was the default config in the new router.
