My router would do it I think.

I could set two IPs on the WAN side (one called a masquerade) and then
set a total port forward rule on one IP to an internal one and set that
internal IP to always masquerade as the second public IP. It’s
complicated (particularly when you start adding bespoke firewall rules)
but I think it’s doable. Ask Draytek’s pre sales people.

Based on my reading of your post it’s a crap NAT implementation on a
Zyxel router that’s the issue not really anything to do with ipv6
