My router would do it I think. Draytek Vigor 2860. I could set two IPs on the WAN side (one called a masquerade) and then set a total port forward rule on one IP to an internal one and set that internal IP to always masquerade as the second public IP. Its complicated (particularly when you start adding bespoke firewall rules) but I think its doable. Ask Drayteks pre sales people.
