That's what we're trying to figure out but without logs, it takes 3-4
times as many posts to make progress.

The obvious difference is the change in the SSL libraries but we need
hard info to rules out possibilties such as: are you definitely not
playing https stream (need a log to confirm as caching & redirection can
affect this) and not transcoding (need a log to confirm). 

There are many LMS instances where Windows behaves differently for
different users even though all on the same LMS s/w. Small changes in
Windows setup can have big effect.
I had a problem in a plugin which reliably showed up on old low spec
systems (e.g. 2 core)  or high end 8 core big mem - middle range systems
were mostly ok. 

The network connection breakdown is clear in the logs.
More work is needed to find cause of breakdown e.g. network connection,
Windows, LMS, firewall etc. It will be tedious as your problem so far
cannot be replicated by others
This work will be quicker if you provide logs.  To your eyes a log may
appear uneventful but sometimes what's missing in a log provide the
clue.
