Yup, everything will be dependent on the speed of your LMS media.  Try
running h4testw (or similar) against the old drive, out of interest.  It
might just be slower, or it might be more fundamentally broken.

A decent USB 3 drive on the Pi 4 runs like a rocket.  I saw a 4-fold
improvement moving from Pi 3B+ to Pi 4, partly from the faster
processor, but also hugely from the faster USB 3 port.
