I think you have slightly misunderstood ARP - it is used to determine
MAC address to be used for a destination IP address, not its own IP
address.

The steps I observe:
1. power up and does DHCP - server replies with reserved IP value
2. Player broadcasts UDP packet 'd' on 3483. Wait x secs to process all
'D' responses - The initial wait is only 0.5 seconds, which to me seems
pretty short.
3. server sends ARP request to confirm SB's MAC address attached to its
IP.
4. SB replies to ARP request
5. server sends 'd' as the discovery reply - unicast to SB.

6-13ish  SB ignores all replies - repeat 2, 5 about 5 times until delay
interval x reaches about 1.5 seconds.

14 SB displays "cannot find server" and goes quiet network-wise unless
it is pinged.
15 SB reboots after ~ 20-30 seconds. (I haven't timed it)

Occasionally it does step 1, gets an IP address and immediately
reboots.

Remote control : I have an old Logitech harmony, but I had no idea what
codes to try to assign so I never tried it.  Of course, it might be dead
as well, or the remote receiver circuitry might be where the fault is.
