I also agree that raspberry pi with pcp is way to go. It's actually very simple and guys from pCp made it almost plug and play. Also it comes with abundance of tutorials and other users support on forums.
Windows machine for LMS seems like terrible idea to me. Altough it will also work it would be my last choice.
