To be accurate, it's telnetd that is the big security risk.  The telnet
client can be used to connect to any service you like (though it's not
much use if the service doesn't communicate in plain text).  For all you
know, he's running poppassd and connecting to that to change the
password.  Not that that would be very secure either.
