The you're pretty much stuck, unless you install SquirrelMail without
using the Debian packages. It takes time for the Debian stable packages to
get updated (due to serious testing I think), so if you're going to use
them, you're doomed to stay behind. The current Debian stable for
SquirrelMail is v1.2.6, which I wouldn't recommend to anyone.

Even the current Debian testing package, using SquirelMail v1.5.0, is also
kind of outdated compared to v1.5.1 [CVS], but OK: v1.5.0 is a offical
development release and v1.5.1 [CVS] is not. I don't know what policy
Debian has about putting stable/development versions of programs in
testing, but if you're interested I belive it can be found at
<http://www.debian.org/doc/debian-policy/>.

The above isn't really about SquirrelMail, but Debian, so maybe you'll
receive better answers at a Debian related list, or if you mail the packet
maintainer, Sam Johnston (I won't give his mail address here, but it's on
the Debian packet pages).

If I need a PHP script, I prefer to install it myself, instead of using
Debian's packages. Installing SquirrelMail without using packages isn't
very hard, and gives you much more control over versions. You'll find more
information about it in the FAQ at
<http://www.squirrelmail.org/wiki/UserFAQ>.

I know that I didn't answer your original question, but at least I wrote
something.

Sincerly,
Fredrik.
