This bug can't be reproduced in vanilla squirrelmail install. (squirrelmail 1.4.3a tar.bz2, conf.pl, d option to set correct imap server, 8. Plugins -> all plugins enabled, 5. Themes -> 2. css = comic sans css, tested with default css and css set in user's prefs, browser = mozilla firefox or ie5.01sp2) newmail plugin uses regular squirrelmail displayPageHeader/displayHtmlHeader functions. If you have problems with css in newmail plugin option page, you should have problems in other plugins too. similar bug in squirrelspell plugin should be fixed within one week in 1.5.1cvs and 1.4.4cvs. html formating problem with "New Mail Notification options saved" string should be fixed in 1.5.1cvs and 1.4.4cvs within one week.
