Actually, it does exists (it was created when I ran "make install-strip"):
  drwxr-xr-x   2 bin      root         4096 Jul 12 13:14 sqwebmail
I would assume that it was made with the correct permissions..  also I
looked in the INSTALL file, and I did see mention of the cleancache.pl
script, but I didn't see anywhere what the permissions of the logincache
directory should be.
also (in case there's any known issues) I'm running Slackware 7
