Yes, STAF is a peer-to-peer framework so STAF must be running on all
machines in order to submit a STAF service request from one machine to
another.
I don't know how you want to use STAF to test routers. Please provide
more information on how you want to use STAF to test routers.

We are new STAF users. We would like to know how STAF and STAX can be used
for testing Routers.
As read from the different documents, we understand it is mandatory to
have STAF running in target machine (which is not possible in case of
router).
