It is possible to get the output and can be used to parse,
analyze and decide whether a particular test case is passed/failed.

Yes, STAF is a peer-to-peer framework so STAF must be running on all
machines in order to submit a STAF service request from one machine to
another.
I don't know how you want to use STAF to test routers. Please provide
more information on how you want to use STAF to test routers.

As read from the different documents, we understand it is mandatory to
have STAF running in target machine (which is not possible in case of
router).
