Yann - I've been thinking about this, and I don't entirely
understand what the use case is here - in what situation would you
want to add a load of people to your roster, put them all in the
same group, but then block them?

Even if there is a use case, XEP-0191 was not designed to solve it. By
design, that spec serves one purpose only: block a single JID.

Ok then I think the best thing is to use it as a fallback method if Server doesn't support Privacy Lists as it removes a feature we use with privacy lists.
