Ok, I have had some feedback from Tim Szeto on this. For Solaris 10u4, apparently you need to set qlog_lvl to 0x1FFFF This enables the Q_HIGH bit.
(The qlog_lvl bits have changed in more recent versions of Nevada due to iSNS & PGR support).
