And now things get interesting. If i go into BIOS on this machine, and disable the 2nd core, the problem goes away, and the machine boots fine.
Obvously running the machine with only 1/2 of the processor working is not a viable solution. If anyone is interested in working on this problem, I am willing to sponsor a fix.
