I agree that to make progress all approaches/technologies should be tried and then we see what works in a place. Aprovecho helps with 20 or so projects a year, all the way from governments thinking about national projects, to setting up a garage type manufacturer, to teaching folks how to make best performing earthen free stoves. I was in Nepal recently and all three approaches go on at the same time.
