  St. Paul E-Democracy Discussion about
      DISTRICT COUNCILS IN ST. PAUL
Brewery Cafe - 945 W 7th - April 14th - 7-9 PM

We don't need no stinkin' Planetarium Tim, we got
Diversity!

In my opinion, that a overly simplistic view of the situation, but Tom and I aren't likely to agree on this issue - so there isn't really much more to say.

Everyone on this list could come up with program that they think should be cut in favor of the Planetarium and justify their case. But, putting together the budget is far more complicated and involves many constituencies, state or federal mandates, dedicated funds, and other complicating factors.

I don't know the specifics, but its very possible that EVEN if the district wanted, that they couldn't shift "Out For Equity" funds to the Planetarium. Whatever funds are dedicated to "Out For Equity" MAY be specifically designated (by state or federal sources) for that program and not available for anything else - as are many program specific funds.

Its just isn't always possible to say - let take funds being used for this project and move them to that project.

In the past Chuck Repke has told us how that is true in the city budget as well. Some funds are specifically designated for road projects and CANNOT be use for parks or libraries.

Best wishes,
