Clearly it is their event and they can evict whoever they want from their
event.  I have never had any problem when the candidate is simply shaking
hands, saying how do you do and answering people's questions.  As a
"handler" I stood to the side and offered lit if the person engaged the
candidate.  I would guess that the Farmer's Market has responded the same
way to candidates walking through their "event."  If you are walking through
saying how do you do and only engaging those people who want to be engaged
it probably would be more of an issue to evict you than to let you work the
crowd.  But, if you camp out on the space that they are renting from the
city and direct comments at all passers by, I'd guess they'd boot you.  I
know that when I have worked the Farmers' Market crowd (without a candidate)
we always did it from across the street not on the sidewalk attached to the
market.
