You know it suddenly occurred to me that if non smokers want to have smoke free establishments why not organize and boycott those that allow smoking?

From all indications there are far fewer smokers than non-smokers. It should be a simple matter for the non-smokers to begin campaigns of boycotting places that allow smoking. Making it clear to the establishment that your not gonna spend your money so long as smoking is allowed.

The non-smokers have a power above all else, $$$$$ and economic boycotts have proven to be very effective when properly organized.

Of course it is far easier to get government to do it for you, than it is to do it yourself, isn't it?
